  Regulations on Undergraduate Student Status Management – International Education College

 

I. Admission and Registration Fees

Article 1

New students must report to the university according to the prescribed schedule. If a student cannot report on time, they should inform the International Education College in advance and, with approval, may be granted an extension of up to two weeks. Failure to report within two weeks without leave will result in the cancellation of admission.

 

Article 2

At the time of registration, students must present valid identification and the Admission Notice at the International Education College to complete the registration process. They are also required to submit a copy of the valid identification and two passport-sized photos without a head covering.

 

Article 3

Upon arrival at the university, students must undergo a health examination at the designated Chinese health quarantine department according to regulations from the Chinese health administration. Students who have already undergone a health examination in their home country or region, and whose results are certified by a health quarantine department recognized by the Chinese government, may be exempted from this examination. Students who do not meet health standards will have their admission canceled.

 

Article 4

Students must complete the registration process within two weeks after the semester begins. If they are unable to register on time, they must apply for leave. Failure to register within the stipulated time without approval will be considered as automatic withdrawal from the university.

 

Article 5

Students must pay the full tuition for the semester within two weeks after the start of the semester. If they are unable to pay on time due to special circumstances, they must submit a written request and, with approval, may be granted an extension. If tuition is not paid within a month, the student will be advised to withdraw from the university.

 

Article 6

Tuition fees will not be refunded if a student withdraws, suspends their studies, transfers to another institution, or is expelled for any reason.

 

Article 7

The International Education College implements a compulsory insurance system for all students. Students must purchase insurance in accordance with national regulations and university requirements. Those who fail to comply with this requirement will be given a deadline to purchase the insurance. If the insurance is not purchased within the deadline, the university will not admit the student; for those already enrolled, they may be expelled or not allowed to register.

 

II. Methods of Academic Assessment and Grading Records

Article 8

Students must participate in the assessments of all courses and educational activities as required by the universitys academic curriculum. Assessment results shall be recorded in the students academic file.

 

Article 9

Students shall take compulsory courses according to the training program of their major and arrange elective courses based on their learning capacity and interests. The university implements an academic warning system based on students performance in compulsory courses.

 

Article 10

Course grades are composed of two parts: regular performance and final examination. In principle, regular performance shall not account for more than 60% of the total course grade. Regular performance includes both behavioral performance and academic performance.

 

Article 11

Students who fail a course or are unable to attend the examination for any reason must retake the course in accordance with university regulations. If the student passes the retake examination, the new grade will replace the original failing grade. Those who still fail must continue to retake the course. Students can check their grades, select retake courses, and register for electives via the Academic Affairs Management System (http://jiaowu.tjutcm.edu.cn/jsxsd/).

 

Article 12

Students must strictly comply with the student status management regulations. They must not be late, leave early, or be absent without reason. If a student is unable to attend class on time, they must request leave from the Student Affairs Office and obtain approval. The university will publicly post the attendance status of undergraduates and visiting students every month. If a student is absent for more than one-third of their classes for three consecutive months, the university and course instructors reserve the right to disqualify them from taking the corresponding course examinations. In severe cases, the student may be advised to withdraw.

 

Article 13

Students who fail three or more major courses (or fail to earn the required credits) are not allowed to participate in graduation internships. Their academic status will be temporarily suspended with respect to internships. Those who retake the required courses and meet the internship requirements will be scheduled to start their internships on an annual cycle.

 

Article 14

If a student commits a serious violation of examination regulations, the grade for that course will be invalidated. Depending on the severity of the violation, the student will be subject to disciplinary education and appropriate penalties. Details regarding disciplinary actions can be found in the Examination Regulations.

 

III. Suspension and Resumption of Studies

Article 15

Students shall be required to suspend their studies under any of the following circumstances:

 

(1) Absence from more than one-third of the total class hours in a semester.

(2) A student applies for suspension due to special personal reasons and obtains university approval, or the university deems it necessary for the student to suspend studies.

 

Article 16

The duration of each suspension shall be one academic year, and the cumulative period of suspension shall not exceed three years.

 

Article 17

Students must complete the formalities for suspension by filling out the Application Form for Student Status Change of the International Education College, Tianjin University of Traditional Chinese Medicine. During the suspension period, the university retains the students academic status, but the student is not entitled to the rights and benefits of an enrolled student. If the student commits any serious violations of law or discipline, the university reserves the right to deny the resumption of studies and to cancel the students academic status.

Article 18

If a student fails to complete the procedures for resumption of studies within two weeks after the suspension period ends, they will be deemed to have voluntarily withdrawn and will forfeit the right to resume studies.

 

Article 19

Students whose studies are interrupted due to military service must apply for suspension. Within two weeks after the suspension period ends, they must complete registration procedures by presenting valid documents for suspension and military service.

 

Article 20

Students shall resume studies in accordance with the following provisions:

 

(1) Students who suspended their studies due to infectious diseases must provide a rehabilitation certificate issued by a designated hospital and obtain university approval before resuming their studies.

(2) Students whose suspension period has ended must apply for resumption to the Academic Affairs Office at the end of the semester prior to their intended return. Upon approval, they must complete the resumption procedures during the registration period of the new semester by submitting the Application Form for Student Status Change of the International Education College, Tianjin University of Traditional Chinese Medicine.

IV. Withdrawal from the University

Article 21

Students shall be withdrawn from the university under any of the following circumstances:

 

(1) Failure to meet academic requirements or to complete their studies within the prescribed duration of the program;

(2) Inability to continue studying at the university due to illness or accidental disability, as diagnosed by a university-designated hospital

(3) Voluntary withdrawal upon the students own request, subject to university review and approval;

(4) Failure to register within the prescribed time without a valid reason.

 

Article 22

Students who are subject to withdrawal but refuse to complete the necessary procedures shall have their academic status canceled.

 

Article 23

Matters related to student withdrawal shall be handled as follows:

(1) Students who are withdrawn or whose academic status is canceled for any reason must leave the university within the time specified by the university, and their withdrawal shall be reported to the immigration authority.

(2) Students who are officially withdrawn may be issued a certificate of study based on their length of enrollment and academic progress. Students who leave the university without authorization will not be issued any certificate of study.

 

V. Graduation and Incomplete Studies

Article 24

Students who complete all the requirements specified in the academic program within the prescribed period of study, achieve passing grades in all required courses, and meet the universitys graduation criteria shall be granted graduation and issued a graduation certificate before leaving the university.

 

Those who meet the criteria for degree conferral shall, upon approval by the Sub-Committee for Academic Degrees and confirmation by the University Academic Degree Committee, be awarded a degree and issued a degree certificate.

 

Article 25

Students who fail to complete the required academic content within the prescribed study period (but have studied for at least one academic year) shall be treated as having incomplete studies.

 

Article 26

Students who are unable to complete the required courses within the normal duration of study may apply for an extension of their study period and must pay tuition fees in accordance with relevant regulations.

 

Article 27

Students may complete their studies in stages. The maximum length of study (including suspension and retention of student status) shall not exceed three years beyond the standard duration for the program: that is, eight years for a five-year program and seven years for a four-year program.

 

VI. Academic Certificate Management

Article 28

The university shall issue academic certificates, degree certificates, and other educational credentials strictly in accordance with the type and mode of education determined at the time of admission, as well as the personal information provided by the student during the enrollment process.

 

Students who request changes to personal information such as name or date of birth, which are required for the certificates, must provide reasonable and sufficient justification along with valid legal documentation.

 

Article 29

The university strictly adheres to the electronic registration system for higher education student status and academic qualifications, and will complete the electronic registration in a timely manner in accordance with relevant regulations.

 

Article 30

Students who gain admission or student status in violation of national enrollment regulations shall have their student status canceled, and no academic or degree certificates shall be issued. If such certificates have already been issued, they shall be revoked in accordance with the law. Students who obtain academic or degree certificates through dishonest means such as cheating, plagiarism, or other academic misconduct shall also have their certificates revoked in accordance with the law.

If revoked certificates have already been electronically registered, the university will cancel the registration and report the matter to the education authorities for formal invalidation.

 

Article 31

If an academic or degree certificate is lost or damaged, the student may apply for a replacement. Upon verification, the university shall issue a certificate of proof, which holds the same legal validity as the original certificate.

 


Regulations on Undergraduate Academic Performance Management – International Education College

 

 

In order to strengthen the management of student academic performance, promote scientific, standardized, and modernized administration, and continuously improve teaching quality, these regulations are formulated in accordance with the actual teaching conditions of the International Education College.

 

I. Course Assessment and Grading Methods

(1) Course grades shall consist of two components: regular performance and final examination, with regular performance accounting for no more than 60% of the total course grade in principle. Regular performance is further divided into comprehensive performance and academic performance. Comprehensive performance mainly includes class attendance, classroom discipline, participation in classroom interaction, learning attitude, and homework submission rate. Academic performance mainly includes answering questions, accuracy of homework, knowledge quizzes, skill assessments, and comprehensive tests. Academic performance must account for no less than 80% of the regular performance score. Comprehensive tests shall be administered at least once every nine class hours. This policy shall be implemented in accordance with the Guiding Opinions on the Recording of Regular Performance in Undergraduate Teaching at Tianjin University of Traditional Chinese Medicine.

 

(2) For independently arranged laboratory courses, the final grade shall be based on a comprehensive evaluation of laboratory preparation, experimental procedures, experimental results, and laboratory reports.

 

(3) Examination results are generally calculated on a 100-point scale. Students who pass the examination will earn the corresponding course credits. Those who fail the exam or are unable to attend due to valid reasons must retake the course in accordance with university regulations. If the student passes the retake, the actual score will be recorded and will replace the original grade. Students who still fail must continue to retake the course.

 

(4) Students who are unable to participate in required teaching activities or university-scheduled events must request leave in advance and obtain approval. If a students cumulative unexcused absences exceed one-third of the total course hours, they will not be allowed to take the final examination for that course.

 

(5) If a student seriously violates examination regulations or is found to have committed academic dishonesty such as cheating, the examination result for that course will be declared invalid, and the student must retake the course.

 

II. Submission of Student Grades

To ensure that students of the International Education College can access their academic results in a timely manner, course instructors shall submit students grades and examination analysis through the universitys Academic Affairs Management System within one week after the course examination is completed.

 

III. Modification of Student Grades

If an error occurs in the grading, scoring, or grade entry process due to instructor oversight, resulting in the need to amend submitted grade reports or related data, the course instructor must provide a written explanation and submit the Grade Modification Record Form of the International Education College. The modification must be reviewed and approved by the department head, after which the corrected grade will be submitted to the Academic Affairs Office for processing and archiving.

 

IV. Inquiry into Student Grades

Students may log into their personal accounts on the universitys Academic Affairs Management System to check their grades. If a student has questions regarding the grade of a specific course, they may apply to review the examination paper by submitting the Application Form for Examination Paper Review – International Education College to the Academic Affairs Office. The course instructor shall review the grade and complete the grade review response form. After approval by the department head, any necessary grade modifications shall be processed and archived by the Academic Affairs Office.

 

V. Academic Performance Management for International Education College Students Enrolled in Domestic Undergraduate Classes

For students of the International Education College who are placed into domestic undergraduate classes, their academic performance shall be managed in accordance with the relevant regulations of the universitys Academic Affairs Office. After the completion of all assessments, the final grades shall be transferred to the Academic Affairs Office of the International Education College for registration and archiving.

 


Regulations on Re-taking Compulsory Courses for Undergraduate Students – International Education College

 

In order to further motivate students in their academic pursuits and ensure the quality of education for international students, the International Education College has formulated the following regulations on the retaking of compulsory courses, based on its specific circumstances and characteristics:

 

I. Conditions for Applying to Retake a Course

Students who fail the course assessment, are disqualified from taking the exam due to unexcused absences totaling one-third of the course hours, or are unable to attend the assessment for legitimate reasons are all required to retake the course.

 

II. Timeframe and Procedure for Retaking Courses

Course retake applications must be completed between Weeks 2 and 4 of each semester. During the designated application period set by the university, students shall log into the Integrated Academic Affairs Management System to register for retake courses. Late applications will not be accepted.

 

III. Methods and Grade Management for Retaking Courses

(1) There are two learning modes for retaking a course: attending classes with a regular cohort or independent study. There are also two types of course selection for retakes: equivalent courses and higher-credit-hour courses.

(2) The calculation of final grades for retaken courses is as follows:

1. When retaking a course through regular class attendance, the final grade shall be calculated in the same way as for regularly enrolled students—by combining regular performance and final exam scores according to the prescribed ratio.

 

2. When retaking a course through independent study, the final grade shall be based solely on the score of the final written examination.

 

3. When retaking an equivalent course, the final grade shall be calculated according to the learning mode chosen for the retake.

 

4. When retaking a higher-credit-hour course, the original courses credit hours and credits shall be recorded in the academic affairs system.

 

IV. Submission of Retake Grades

Course instructors shall submit the grades of students retaking the course via the universitys Academic Affairs Management System within one week after the final examination. This ensures that students of the International Education College can access their retake results in a timely manner.

 

V. Time Limit for Retaking Courses

Students who fail three or more major courses are not permitted to participate in the graduation internship, and their academic status will be managed under internship suspension. Those who meet the internship requirements after retaking courses will have their internships scheduled on a full academic year basis. The total time required for course retakes during the period of enrollment must not exceed the maximum duration of study as stipulated in the Regulations on Student Status Management – International Education College. Course retakes will not be arranged during periods of academic suspension.


Regulations on Undergraduate Elective Courses – International Education College

 

Elective courses mainly fall into two categories: general elective courses (open choice) and professional competency development courses (restricted electives). According to the curriculum requirements for the Traditional Chinese Medicine major at the International Education College, students must complete a designated number of elective course credits in addition to the compulsory courses. Only after passing all assessments for both compulsory and elective courses will a student be eligible for graduation.

 

I. Credit Requirements for Elective Courses

Students enrolled in the International Education College are required to complete a total of 12 elective course credits before graduation. The college does not impose restrictions on the types of elective courses; students may choose from both restricted and open-choice electives based on their individual academic interests.

 

II. Course Selection Procedures for Elective Courses

(1) Undergraduate students of the International Education College may begin selecting elective courses independently through the Integrated Academic Affairs Management System starting from their second semester of enrollment.

(2) The Academic Affairs Office will publish the list of available elective courses and related course descriptions (including main content and prerequisite knowledge) via the Academic Affairs Management System, allowing students to access course information at any time.

(3) Each semester, the Academic Affairs Office organizes elective course selection through the Academic Affairs Management System, which is conducted in two phases. In the first phase, students may freely choose from the full list of elective courses. After this phase ends, the system will randomly allocate seats based on enrollment limits, following the principle of giving priority to upper-year students. Courses that do not meet the criteria to proceed to the second phase will be eliminated. In the second phase, students may only select from the remaining courses. Selection follows a first-come, first-served basis, and courses that have reached full capacity will no longer be available.

 

III. Management of Elective Course Attendance

(1) Students must attend classes on time according to their course selection results.

(2) Students will earn the corresponding credits only after passing the final examination or assessment. Those who fail to take the exam or do not pass it will be considered as having failed the course and may select a different elective in the following semester.

 


Regulations on Academic Warning for Undergraduate Students – International Education College

 

In order to further strengthen academic management for students of the International Education College, enhance academic guidance and foresight, and shift from a traditional post-incident response model to a preventive management approach, these measures are hereby formulated.

 

I. Academic Warning Levels

(1) An academic warning system is implemented for students of the International

(2) Academic warnings do not constitute disciplinary actions and will not be recorded in the students official academic file.

 

II. Conditions for Academic Warnings

(1) A Level A warning shall be issued to students who meet any of the following conditions during their studies:

1. Failure in three compulsory courses within a single semester;

2. Accumulated failure in five compulsory courses across all semesters.

(2) A Level B warning shall be issued to students who meet any of the following conditions:

1. Failure in five compulsory courses within a single semester;

2. Accumulated failure in seven compulsory courses across all semesters;

3. Failure in three or more major-related courses (including foundational major courses) prior to the graduation internship.

 

III. Measures for Handling Academic Warnings

(1) Level A and Level B warnings shall be reviewed and confirmed by the Academic Affairs Office of the International Education College at the beginning of each semester. The Academic Warning Notice – International Education College shall be delivered to the student for signature and filed for record by the Academic Affairs Office.

(2) Students receiving a Level B warning may choose to continue their studies with their current class or apply for grade demotion. Those who opt for demotion must complete the Student Status Change Application Form and, upon approval by the college, the Academic Affairs Office will process the change. Once demoted, students are not allowed to return to their original grade level.

(3) Students who receive a Level B warning due to failure in three or more major-related courses (including foundational major courses) before the graduation internship will not be permitted to participate in the internship. Their academic status will be managed under internship suspension.


Regulations on Undergraduate Graduation Grade Management – International Education College

 

In accordance with the undergraduate education and teaching plan of the International Education College, and in order to strengthen quality control over the graduation internship, improve interns theoretical knowledge and practical skills, and ensure a scientific evaluation of internship performance and the overall quality of graduates, the Regulations on Graduation Performance Management – International Education College, Tianjin University of Traditional Chinese Medicine are hereby formulated.

 

I. Components of Graduation Performance Evaluation

Graduation performance consists of the graduation internship score and the graduation assessment score. The evaluation includes items such as the department rotation scores recorded in the internship evaluation booklet, theoretical graduation examination results, clinical skills assessment results, and thesis writing.

 

II. Methods of Graduation Performance Assessment

(1) Graduation Internship Score

The internship score is assessed by the supervising instructors based on the “Assessment Items” and “Scoring Standards” outlined in the Graduation Internship Evaluation Booklet – International Education College. A score is given for each department rotation, and the assessment results must be recorded in the score column and signed by the instructor. Upon completion of the internship, the Academic Affairs Office will compile the scores from the evaluation booklets to serve as the students final internship score.

(2) Graduation Assessment Score

1. Theoretical Examination:

As a key component of the graduation performance, the theoretical examination is organized by the Academic Affairs Office, which is responsible for preparing and administering the test. The exam includes two subjects: Traditional Chinese Internal Medicine and Acupuncture and Moxibustion, and is conducted in late May of the second semester.

2. Clinical Skills Assessment:

The clinical skills assessment is organized by the hospitals Teaching Department. During the assessment, instructors evaluate students on their ability to conduct a thorough patient interview, perform physical examinations, present oral case reports, make preliminary diagnoses, and propose treatment plans. Instructors may ask case-related questions and require students to independently complete a written case report. Scores are given according to a standardized scoring rubric, forming the final clinical skills assessment result. The assessment is conducted in late May of the second semester.

3. Thesis Writing:

Each graduating student is required to write and submit a graduation thesis based on their clinical internship experience. Detailed requirements are outlined in the Graduation Thesis Guidelines – International Education College.

 

III. Scoring Methods

(1) Graduation Internship Score (on a 100-point scale):

The final score is calculated by averaging the department rotation scores recorded in the Graduation Internship Evaluation Booklet, and the result is entered into the students transcript.

(2) Graduation Assessment Score (on a 100-point scale):

This includes the theoretical examinations (Traditional Chinese Internal Medicine and Acupuncture and Moxibustion), the clinical skills assessment, the thesis score, and other related components.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Regulations on Graduate Student Status Management – International Education College

 

I. Admission and Registration

 

Article 1

Graduate students from overseas, Hong Kong, Macao, and Taiwan who are admitted in accordance with national enrollment regulations must report to the university with the Admission Notice and complete enrollment procedures within the specified timeframe as required by the university. Those who are unable to report on time must request leave from the International Education College and obtain approval. The leave period shall generally not exceed two weeks. Except in cases of force majeure or other legitimate reasons, failure to request leave, failure to obtain approval, or failure to return on time will be regarded as a forfeiture of admission.

 

Article 2

Upon arrival, the university will conduct a preliminary review of the admission qualifications of newly enrolled international and Hong Kong, Macao, and Taiwan graduate students. Those who pass the review will complete registration and be granted student status. If any discrepancies are found between the submitted materials—such as the Admission Notice or personal information—and the students actual situation, or if there is any violation of national enrollment regulations, the admission will be revoked.

 

II. Assessment and Academic Records

Article 3

Graduate students must participate in assessments for all courses and academic activities (hereinafter collectively referred to as “courses”) required by their program. Assessment results shall be recorded in the grade book and included in the students academic file.

 

Article 4

Course enrollment: For Chinese-taught compulsory courses (students inserted into Graduate School classes), course selection shall follow the curriculum plan listed under the students major in the Academic Affairs Management System. For elective courses, the course list published by the Graduate School shall apply. For English-taught courses (students enrolled in International Education College graduate classes), the curriculum shall follow the English-taught program formulated by the International Education College.

 

Article 5

Credit requirements: Credit requirements for doctoral and masters students shall be implemented in accordance with the training plan of each respective program.

 

Article 6

Grade Management: For students inserted into Graduate School classes, grades can be viewed in the Academic Affairs Management System starting from the second week of the following semester. For students enrolled in International Education College graduate classes, grades can be obtained by consulting the Academic Affairs Office of the college before the end of the following semester. A score of 60 or above is considered a passing grade. Graduate students who are absent for more than one-third of the total course hours are not allowed to participate in grade evaluation and must retake the course.

 

Article 7

Regulations on Retaking Courses

(1) These regulations apply to graduate students who need to retake courses due to failing to achieve the minimum passing grade.

(2) Graduate students who need to retake a course must complete the Graduate Course Retake Application Form and submit it to the Training Office of the Graduate School or the Academic Affairs Office of the International Education College. For retaking courses from the first semester, the form must be submitted between May 15 and May 30; for retaking courses from the second semester, the form must be submitted between December 15 and December 30. Students who fail to submit the application form within the designated period will not be scheduled for course retakes.

 

Article 8 

Regulations on Supplementary Courses in Traditional Chinese Medicine for Non-TCM Majors (Applicable to graduate students inserted into Graduate School classes) Masters students who graduated from non-TCM majors and are admitted into TCM-related programs are required to complete five foundational courses in Traditional Chinese Medicine as supplementary study: Basic Theories of TCM, Diagnostics of TCM, Chinese Materia Medica, Formulas of Chinese Medicine, and Internal Medicine of TCM. These supplementary courses are not counted toward credit requirements.

Article 9

Before applying for thesis defense, graduate students must complete all required courses specified in the training program, ensure that all examination papers are properly archived, and achieve passing grades.

 

Article 10

If a graduate student commits a serious violation of examination regulations or engages in cheating, the assessment result for that course shall be declared invalid. Disciplinary actions shall be imposed based on the severity of the violation.

 

Article 11

Graduate students who are unable to participate in academic activities as scheduled must request leave in advance and obtain approval. Unauthorized absences will result in disciplinary warnings in accordance with university regulations. In serious cases, further disciplinary actions may be taken.

 

Article 12

The university actively promotes integrity education for graduate students and records their conduct in academic, research, and behavioral areas as appropriate. Dishonest behavior will be subject to restrictions and disciplinary actions. Students who engage in serious misconduct may face penalties, and those who violate academic integrity will be handled in accordance with relevant university regulations.

 

III. Change of Academic Supervisor

Article 13

In principle, graduate students shall not change their academic supervisor. However, under special circumstances such as a change in the supervisors position or work assignment, the student may apply for a change. The change must be approved by the original supervisor, the intended new supervisor, and the secondary training unit, and is subject to final approval by the International Education College.

 

IV. Suspension and Resumption of Studies

Article 14

Graduate students may complete their studies in stages. The maximum duration of study (including periods of suspension and retention of student status) shall not exceed three additional years beyond the standard program length.

 

Graduate students may apply for suspension of study, or may be required to suspend their studies if deemed necessary by the university. Suspension is generally limited to one academic year at a time and may not exceed a cumulative total of three years.

 

Article 15

Graduate students who suspend their studies must complete the necessary procedures and leave the university. During the suspension period, the university retains the students academic status, but the student is not entitled to the rights and benefits of enrolled graduate students. The university shall not be held responsible for any incidents occurring during the suspension period.

 

Article 16

Upon the expiration of the suspension period, graduate students must submit a resumption application three months before the start of the semester. Only upon passing the universitys re-evaluation may the student resume studies. The specific requirements and procedures for resumption shall follow relevant university regulations.

 

V. Withdrawal from the University

Article 17

Graduate students shall be withdrawn from the university under any of the following circumstances:

(1) Failure to meet the universitys academic requirements or to complete their studies within the prescribed duration;

(2) Failure to apply for resumption of studies within the required period after suspension or retention of student status, or failure to meet the resumption criteria upon re-evaluation;

(3) Inability to continue studies due to illness or accidental disability, as diagnosed by a university-designated hospital;

(4) Absence from academic activities required by the university for two consecutive weeks without approval;

(5) Failure to register within the prescribed period without having completed the formalities for deferred registration;

(6) Determination by the university, based on assessment, that the student is not suitable for continued study;

(7) Other circumstances as stipulated by the university under which a student is deemed unable to complete their studies and should be withdrawn.

In cases of withdrawal due to the above circumstances, the International Education College shall submit a report with supporting documents to the university for approval.

 

Article 18

If a graduate student voluntarily applies for withdrawal, the application must be reviewed and approved by the academic supervisor and the responsible authority of the secondary training unit. Upon review by the International Education College and approval by the university, the student shall be officially withdrawn.

 

Article 19

Withdrawn students must complete the withdrawal procedures and leave the university within the time frame specified by the university.

 

VI. Graduation

Graduate students who, within the prescribed duration of study, complete all required training components, pass the necessary assessments, and successfully defend their thesis in accordance with the universitys graduation requirements, shall be granted graduation and issued a graduation certificate before leaving the university.

 

Students who meet the degree conferral criteria of the university shall, upon approval by the Sub-Committee for Academic Degrees and confirmation by the University Academic Degree Committee, be awarded an academic degree and issued a degree certificate.

 

VII. Management of Academic Certificates

Article 21

The university issues academic certificates, degree certificates, and other academic credentials strictly based on the type and mode of education determined at the time of admission, as well as the personal information provided during the graduate admission process. Graduate students who need to change personal information such as name or date of birth on official certificates must provide reasonable and sufficient justification along with legally valid supporting documents.

 

Article 22

The university implements the electronic registration system for student status and academic qualifications in higher education, and completes the registration in a timely manner in accordance with relevant regulations.

 

Article 23

For students who obtain admission or student status in violation of national enrollment regulations, the university shall revoke their student status and will not issue academic or degree certificates. If such certificates have already been issued, they shall be revoked in accordance with the law. Academic or degree certificates obtained through cheating, plagiarism, or other forms of academic misconduct or improper means shall also be revoked in accordance with the law. If such certificates have already been registered, the university shall cancel the registration and report the matter to the education authorities for invalidation.

 

Article 24

If an academic or degree certificate is lost or damaged, the student may apply for a replacement. Upon verification, the university will issue a certificate of proof, which holds the same legal validity as the original certificate.

 

 


Regulations on Examination Rules – International Education College

 

1. Examinees must enter the examination room 10 minutes before the exam begins. Anyone arriving more than 30 minutes after the start of the exam will not be allowed to enter and will forfeit the right to take the exam.

 

2. Students must bring their student ID to the exam. If a student has lost or forgotten their ID, they must report the situation to the Student Affairs Office before the exam and obtain official proof. Without such documentation, the student will not be permitted to take the exam.

 

3. Upon entering the examination room, all communication devices must be turned off. Bags, books, and other exam-related materials must be placed in the designated area as instructed by the invigilator. Failure to comply will be treated as a violation of exam rules.

 

4. Examinees must follow the invigilators instructions. Refusal to comply will be considered a disciplinary violation.

 

5. If a student is unable to attend an exam due to illness or other valid reasons, they must request leave from the Student Affairs Office before the exam and obtain approval from the Academic Affairs Office. The missed exam must be retaken.

 

6. Upon receiving the test paper, students must first fill in their name, student ID, major, and year. Answers must be written clearly and neatly, and pencil is not allowed. Any answers written on scratch paper will not be graded.

 

7. During the exam, students may ask questions, but only regarding clarifications of exam instructions, not related to answer strategies or content.

 

8. Students may submit their exam paper and leave the room only after 30 minutes have passed since the exam began.

 

9. When the invigilator announces the end of the exam, all students must immediately stop writing and follow the invigilators instructions to submit the paper and leave the room promptly and quietly. Loitering, talking, or interfering with paper collection is strictly prohibited. Failure to submit the paper on time may result in disciplinary action.

 

10. Removing the exam paper from the exam room is strictly prohibited. If discovered, it will be treated as cheating.

 

11. Students must strictly adhere to examination discipline. Any act of misconduct or cheating will be dealt with according to the relevant regulations of the college.


 

Regulations on Responsibilities of Intern Doctors – International Education College

 

1. Students participating in clinical internships at affiliated hospitals shall be referred to as intern doctors. During the internship period, intern doctors must abide by all relevant rules and regulations of both the college and the internship institution.

 

2. Intern doctors must comply with the leadership and management of the internship hospital in all matters related to professional training, daily conduct, and leave procedures. They must complete all medical tasks and other assignments assigned by their supervising instructors on time.

 

3. Under the guidance of their supervising instructors, intern doctors must show care and compassion toward patients, regularly monitor changes in their medical conditions and mental well-being, and uphold a strong sense of responsibility and empathy. Any actions that may endanger a patients health are strictly prohibited.

 

4. Medical Record Responsibilities:

After a patient is admitted, the intern doctor shall, under the instructors guidance, take a medical history, conduct a physical examination, complete the initial medical record in accordance with relevant requirements, and provide preliminary diagnoses and treatment suggestions.

 

Intern doctors must frequently visit patient wards, stay informed of the patients condition, and maintain detailed ward round notes.

 

For patients who are readmitted or transferred between departments, intern doctors must review prior medical records and document the admission process and examination results accordingly.

 

All sections of the Intern Doctor Performance Evaluation Booklet – International Education College must be filled out carefully and accurately.


Regulations on Code of Conduct for Graduation Intern Doctors – International Education College

 

I. Pre-Internship Requirements

1. Undergraduate students of the International Education College shall participate in clinical internships upon completion of all theoretical coursework and fulfillment of internship eligibility requirements. The content and duration of the internship shall follow the designated internship plan and syllabus.

 

2. Students must participate in pre-internship orientation organized by the International Education College and the internship hospital, including online video training and assessment. They are expected to adopt the right attitude, understand their responsibilities, and enhance their awareness of self-discipline and self-management during the internship.

 

II. Internship Management

1. Graduation interns must arrive at their assigned internship site on time according to the unified arrangement of the university, under the guidance of their instructors. They must promptly report to the relevant department of the internship institution and complete all required formalities.

 

2. Interns must participate in pre-job training organized by the internship institution and familiarize themselves with all relevant duties and regulations.

 

3. Intern doctors must comply with the leadership and rules of the internship hospital.

 

4. During outpatient rotations, intern doctors shall prepare before clinic hours and clean the consultation room after clinic ends. During ward rotations, they must enter the ward at least 30 minutes in advance. They may not leave their post without permission. If they need to leave during duty hours, they must obtain approval from a senior physician and inform the on-duty nurse of their whereabouts.

 

5. If intern doctors encounter uncertainties in medical practice, they must promptly consult with a senior physician. They are not allowed to make careless or unauthorized decisions. In case of differing opinions with senior physicians, they must comply with the senior physicians judgment.

 

6. Intern doctors must strictly adhere to the attendance policy.

 

7. Except when returning to the university as scheduled or upon special notice, interns must participate in departmental study sessions, case discussions, and other required activities.

 

8. Intern doctors must take good care of hospital equipment and facilities. In case of damage, compensation must be made in accordance with the internship hospitals regulations.

 

9. Intern doctors must uphold a high level of humanitarianism, care for patients, strictly observe protective medical protocols, and are strictly prohibited from causing harm to patients for personal reasons.

 

III. Post-Internship Procedures

Upon completion of the internship, each internship group leader shall assist the hospital in promptly collecting the Intern Doctor Performance Evaluation Booklets – International Education College and submit them on time to the relevant department of the internship institution.

 

Interns must return all public property in accordance with the regulations of the internship institution. Any damage must be compensated for as required.

 

Interns shall return to the university as a group in accordance with the unified schedule set by the college. No intern is permitted to return early, delay return, or act independently without authorization.

 

 

 

 

 

 

 

 

 

 

 Regulations on Attendance for Intern Doctors – International Education College

 

During the internship period, Chinese public holidays shall be arranged by the internship hospital, while major holidays of other countries shall be coordinated by the International Office of the college.

 

Intern doctors must not take leave without valid reasons. In cases of illness or other special circumstances, the total duration of leave must not exceed three weeks.

 

Intern doctors who need to take sick leave must provide a medical certificate issued by a medical institution designated by the internship hospital and promptly report to their assigned department. For sick leave of three days or less, approval must be obtained from the supervising instructor; for leave of more than three days but not exceeding one week, approval must be granted by the hospitals International Office; and for leave exceeding one week, approval must be requested from the Student Affairs Office of the International Education College.

 

Intern doctors are generally not permitted to take personal leave during the internship. In exceptional cases where personal leave is necessary, a written leave request must be submitted in advance, and the leave is valid only upon approval. Leave requested through informal means or after the fact, without an emergency, is considered invalid and will be treated as an unexcused absence. Personal leave for one day must be approved by the supervising physician; leave for more than one day but not exceeding three days must be approved by the hospitals administrative office; and leave for more than three days must be filed with the Student Affairs Office of the International Education College.

 

All leave requests by intern doctors must be signed or stamped by the supervising department, the hospitals Education Department, and the responsible authority of the Student Affairs Office of the International Education College in order to be valid.

 

If the total duration of sick leave and personal leave taken by an intern doctor reaches one-third of the scheduled time for a specific rotation, no internship score will be given for that rotation. The intern must make up the missed rotation after completing the graduation internship, and the final score will be determined based on the performance during the make-up rotation.

 

 

 

 

 

 


Regulations on Disciplinary Actions for International Students – International Education College

Chapter I: General Provisions

 

Article 1

In order to maintain campus order, foster a positive learning and living environment, promote a healthy academic atmosphere, and enhance the quality and efficiency of international education, these regulations are formulated in accordance with the Administrative Provisions on the Enrollment and Cultivation of International Students by Schools in China (Order No. 42 of the Ministry of Education, Ministry of Foreign Affairs, and Ministry of Public Security), the Administrative Provisions on the Education of International Students in Regular Higher Education Institutions (Order No. 41 of the Ministry of Education), and the Tianjin University of Traditional Chinese Medicine Regulations on Student Disciplinary Actions, in light of the specific characteristics of international student education and the actual conditions at our university.

 

Article 2

These regulations apply to international students who have officially registered and obtained student status at Tianjin University of Traditional Chinese Medicine and are actively participating in academic activities. The management of other types of international students may refer to these regulations as applicable.

Article 3

If an international student commits a disciplinary offense while participating in off-campus activities such as academic internships, social practice, or part-time work-study programs, disciplinary actions shall be imposed in accordance with these regulations.

 

Chapter II: Types and Application of Disciplinary Actions

 

Article 4

International students who violate Chinese laws or the rules and regulations of the university shall be subject to criticism and education or disciplinary action. The disciplinary measures imposed shall correspond to the nature and severity of the students misconduct or violation.

 

Article 5

International students who violate Chinese laws, regulations, or the universitys rules and disciplinary codes shall, depending on the severity of the circumstances, be subject to criticism and education or one of the following disciplinary actions:

(1) Warning;

(2) Serious warning;

(3) Demerit;

(4) Probation within the university;

(5) Expulsion from the university.

Except for expulsion from the university, the duration of a warning is 6 months, a serious warning is 9 months, and both demerit and probation last for 12 months. Upon expiration of the disciplinary period, the student must proactively submit a written application for the removal of the disciplinary record in accordance with university regulations. After review and approval by the college, the disciplinary action will be officially lifted. Once removed, the previous disciplinary action will no longer affect the students eligibility for commendations, awards, or other entitlements.

 

Article 6

If an international student commits a violation of university rules and regulations that is minor in nature and does not warrant formal disciplinary action, the college shall issue a warning or criticism and urge the student to correct the behavior.

 

Article 7

International students who are placed on probation within the university and commit no further violations during the probation period may have the probation lifted as scheduled. Those who demonstrate outstanding behavior may have the probation period terminated early. However, if another violation occurs during the probation period, the student shall be expelled from the university.

Graduating international students are generally not subject to probation. In special cases where probation must be applied, the duration may be appropriately shortened but shall not be less than six months. If no further violations occur during the probation period and the student meets all graduation requirements, a graduation certificate shall be issued upon completion of the probation.

 

Article 8

Under any of the following circumstances, disciplinary action may be mitigated or waived:

(1) The violation is extremely minor in nature and has negligible consequences;

(2) The student voluntarily admits the wrongdoing and corrects it in a timely manner;

(3) The violation was committed under coercion or deceit by others;

(4) The student has made meritorious contributions;

(5) The university and the affected party have expressed understanding, and the relevant department or the affected party has recommended mitigation or exemption from disciplinary action.

 

Article 9

Under any of the following circumstances, disciplinary actions may be aggravated:

(1) The violation is of a vile nature or has caused serious consequences;

(2) The student threatens, retaliates against, or intimidates whistleblowers, witnesses, or relevant personnel;

(3) The student intentionally conceals the violation or provides false testimony;

(4) The student coerces, deceives, or incites others to commit violations;

(5) The student repeatedly violates rules or fails to correct behavior despite prior education or warnings;

(6) The student is the instigator or plays a major role in group misconduct;

(7) The student colludes with individuals outside the university to commit violations of these regulations;

(8) The student commits two or more types of violations simultaneously.

 

Article 10

International students who receive disciplinary action shall be disqualified from receiving any awards or honors for the current academic year. If the student holds a student leadership position, the position shall be automatically terminated upon issuance of the disciplinary action.

 

Chapter III: Disciplinary Violations and Sanctions

Article 11

International students shall abide by the laws and regulations of China, respect Chinese customs and traditions, and comply with university rules and regulations. Those who violate the fundamental principles of Chinese law; organize or incite large-scale disturbances; disrupt social or campus order; or organize, plan, lead, or direct illegal assemblies, protests, associations, demonstrations, class boycotts, exam boycotts, or meal boycotts that undermine social stability shall be subject to expulsion from the university. Students who participate in such activities without leading or organizing them shall, depending on the severity of the case, be subject to disciplinary actions ranging from warning to probation within the university.

 

Article 12

International students who violate Chinese laws and regulations shall be subject to the following disciplinary actions:

(1) Those who violate the Criminal Law of the Peoples Republic of China and are subjected to coercive measures such as detention or arrest shall be expelled from the university; those placed under summons, bail pending trial, or residential surveillance shall be placed on probation within the university, unless the final judgment determines the case does not constitute a crime.

(2) Those who violate the Public Security Administration Punishments Law of the Peoples Republic of China and are detained by the public security authorities for up to seven days (inclusive) shall be placed on probation within the university; if the detention exceeds seven days, the student shall be expelled.

(3) Those who are fined or warned by public security authorities under the Public Security Administration Punishments Law shall, depending on the severity of the circumstances, be subject to disciplinary actions up to and including probation.

(4) If judicial or public security authorities determine that a students conduct violates laws or regulations but no penalty is imposed or the penalty is waived, the university may, based on the severity of the case, issue a serious warning or demerit.

 

Article 13

International students who violate the Exit and Entry Administration Law of the People’s Republic of China and the Regulations of the People’s Republic of China on Administration of the Entry and Exit of Foreigners due to personal reasons shall be subject to the following disciplinary actions:

(1) Failure to register accommodation information with the local public security bureau within three days after moving into off-campus housing or after changing off-campus housing addresses shall result in a warning or higher disciplinary action.

(2) Overstaying a visa or residence permit by up to 7 days shall result in a warning.

(3) Overstaying by 8 to 14 days shall result in a serious warning.

(4) Overstaying by 15 to 21 days shall result in a demerit.

(5) Overstaying by 22 to 29 days shall result in probation within the university.

(6) Overstaying by 30 days or more shall result in expulsion from the university.

(7) Students determined by public security authorities to be engaged in illegal employment shall receive a serious warning or more severe disciplinary action.

 

Article 14

International students who illegally obtain property belonging to the state, society, collectives, or individuals through theft, fraud, extortion, embezzlement, or other unlawful means shall, in addition to returning the stolen money or goods or compensating for the losses, be subject to disciplinary actions based on the severity of the case and the amount involved, as follows:

Those who attempt or fail to obtain property through the above-mentioned acts shall receive a warning.

 

If the amount involved is less than 300 RMB, a serious warning shall be issued.

 

If the amount involved is 300 RMB or more but less than 600 RMB, a demerit shall be issued.

 

If the amount involved is 600 RMB or more but less than 1,000 RMB, the student shall be placed on disciplinary probation.

If the amount involved is 1,000 RMB or more, the student shall be expelled from the university.

If the student has received two disciplinary actions within two years or three or more within four years, expulsion shall be imposed regardless of the amount involved.

Students confirmed by security or public security departments to have broken into property, even if no items were stolen, shall be placed on disciplinary probation; if any property was stolen, they shall be expelled.

In cases involving group offenses, those who acted as accomplices (such as lookouts, informants, suppliers of tools, concealers, sellers, distributors, or handlers of stolen goods) shall also receive a warning or higher disciplinary action up to probation.

Those who steal official seals, confidential documents, or archives and do not cause serious consequences shall receive a demerit or disciplinary probation; if serious consequences result, they shall be expelled.

 

Article 15

In cases of provoking disturbances or engaging in physical fights, in addition to bearing the corresponding financial liabilities (including but not limited to the victims medical expenses, nursing fees, and necessary nutritional costs), international students shall be subject to the following disciplinary actions based on the severity, nature, and consequences of the incident:

If the consequences are minor, a serious warning or demerit shall be issued; if the consequences are serious, disciplinary probation or expulsion shall be imposed.

Those who participate in group fights as general participants shall receive a demerit; main instigators and actively involved individuals shall be placed on disciplinary probation; if the incident causes serious consequences, disciplinary probation or expulsion shall be applied.

Students who engage in retaliatory actions during or after the incident shall be subject to disciplinary probation or expulsion.

Students who collude with off-campus individuals to instigate or participate in fights on campus shall receive a one-level higher punishment.

Those who assault personnel performing official duties shall also receive a one-level higher punishment.

 

Article 16

International students who violate social morality or the code of conduct for international students shall be subject to the following disciplinary actions:

Damaging public or personal property: In addition to compensating for the damage, a warning or higher-level punishment shall be imposed depending on the severity and consequences of the act.

Organizing or participating in gambling in any form: A demerit or higher-level punishment shall be imposed. Repeated gambling or being an organizer will result in a more severe penalty.

Viewing, copying, disseminating, renting, or selling materials containing pornographic, superstitious, extremist religious, or violent/terrorist audio-visual content shall result in a warning or higher-level punishment.

Producing, selling, or spreading books, electronic publications, or audiovisual materials that violate Chinese laws and regulations shall result in disciplinary probation or expulsion.

Receiving or providing sexual services, or engaging in acts of molestation, insult, or other forms of harassment, shall result in disciplinary probation or higher-level punishment.

Disrupting public order on campus shall result in a warning or higher-level punishment depending on the severity of the situation.

 

Article 17

International students who commit violations related to computer information networks shall be subject to the following disciplinary actions:

Those who use computer information networks to produce, duplicate, publish, or disseminate content containing any of the following shall, depending on the severity, be given a serious warning or higher-level punishment, up to expulsion:

Opposing the fundamental principles established by the Constitution of China; undermining national unity or damaging the honor and interests of China; inciting ethnic hatred or discrimination and undermining ethnic unity; violating Chinas religious policies by promoting cults and superstition; spreading rumors that disrupt social and campus order and undermine social stability; disseminating obscene, pornographic, gambling-related, violent, murderous, terrorist, or crime-inciting content; insulting or defaming others or infringing upon their lawful rights in serious cases; disseminating other content prohibited by laws and administrative regulations; or violating school regulations in a manner that causes serious adverse effects.

Those who create, introduce, or spread computer viruses that endanger the security of computer systems or network systems and cause consequences shall be expelled from the university if their actions constitute a crime; if not constituting a crime, they shall be given a demerit record or more severe disciplinary action.

Those who steal others personal or related information and cause economic losses to others shall be punished in accordance with Article 14; if other consequences are caused, punishment shall be imposed with reference to the preceding two clauses of this article and shall be more severe.

 

Article 18: Students who violate the universitys dormitory management regulations and disrupt dormitory order shall, depending on the severity of the circumstances, be subject to the following disciplinary actions:

Those who transfer or sublet their dormitory rooms without authorization shall, in addition to compensating for any losses incurred by the university, be given a demerit; if serious consequences arise, they shall be placed on probation.

Those who accommodate others without permission and refuse to correct their behavior after criticism shall be given a warning; if such behavior leads to negative consequences, a demerit or probation shall be imposed, depending on the severity.

Those who leave early or return late without registering, switch door locks without permission from dormitory management, or live off-campus overnight without permission shall be given a warning if they fail to correct such behavior after criticism.

Those who disturb others during designated rest hours by shouting, playing instruments, using audio equipment without headphones, fighting, cursing, drinking excessively, or causing disturbances in the dormitory area, and who ignore warnings or repeatedly offend, shall be given a warning or serious warning; those who lead such disturbances shall be given a demerit or more severe punishment depending on the circumstances.

Those who illegally possess or hide controlled knives shall be given a demerit; if public or personal safety is endangered, probation or expulsion will be imposed depending on the severity of the outcome.

Those who conduct commercial activities, store large quantities of goods, or raise animals in dormitories and refuse to correct their behavior after criticism shall be given a warning.

Those who store open flames or flammable/explosive items in the dormitory shall be given a warning; those who use open flames, light fireworks, burn materials, or conduct fire-based treatments (e.g., fire cupping, moxibustion) shall be given a demerit or less severe punishment based on the severity.

Those who bring into or store hazardous substances in the dormitory, including toxic, flammable (including alcohol), explosive, or corrosive materials, shall be given a warning.

Those who throw glass bottles or other items from corridors or windows shall be given a serious warning or a demerit; if this endangers public or personal safety, more severe punishment will be given based on the outcome.

Those who possess banned electrical appliances prohibited in dormitories shall be given a warning; repeated violations or use of such devices shall result in a serious warning or demerit.

Those who tamper with wiring, intentionally damage public service facilities, or remove or damage firefighting equipment or emergency lights shall be given a serious warning or demerit.

Those who illegally connect electrical wires or smoke in the dormitory (including public areas like hallways and bathrooms) shall be given a warning.

Those who use uncertified or inferior power strips, fail to secure strips to safe positions, overload power strips with multiple computers, maintain unhygienic dormitories, clutter living spaces, fail to turn off appliances when leaving (except refrigerators), or bring e-bike batteries into dormitories or hallways, and refuse to correct such behavior after criticism, shall be given a warning.

Those responsible for fire hazards or fires shall, in addition to paying for damages, be given a demerit; if serious consequences occur, probation or expulsion shall be imposed.

For other violations of dormitory management regulations, a warning or serious warning shall be given depending on the severity.

Article 19: Violations of the university’s campus traffic safety regulations shall be dealt with according to the severity of the circumstances, and the following disciplinary actions may be imposed:

 

Students who drive qualified electric bicycles or small cars over the speed limit on campus shall be given a warning or more severe punishment, depending on the situation;

 

Students who drive motorcycles or cars without a valid driver’s license, or who operate unlicensed motorcycles, shall be given a demerit or more severe punishment, depending on the severity of the violation.

 

Article 20: Students who engage in the following disciplinary violations shall be subject to the corresponding penalties:

 

Disturbing others study or rest in public areas and refusing to stop after being advised shall result in a warning or serious warning;

 

Refusing or obstructing state officials or university staff in the lawful performance of their duties or in enforcing university rules shall result in a warning or serious warning, depending on the severity of the situation;

 

Insulting, verbally abusing, spreading rumors, or falsely accusing others shall result in a warning or serious warning; if the case is severe or causes serious consequences, a demerit or probationary punishment shall be given;

Sending threatening letters or using other means to threaten the safety of others or disrupt their normal lives shall result in a demerit; if the case is severe or causes serious consequences, probation will be imposed;

 

Concealing, destroying, or privately opening others mail and causing adverse consequences shall result in a warning or serious warning;

 

Committing fraud to obtain scholarships or grants shall result in a punishment of serious warning or higher;

 

Replacing library books with older copies or using another persons ID to borrow books shall result in a demerit or lesser punishment depending on the severity;

 

Altering student IDs, library cards, exam permits, etc., shall result in a warning or serious warning; forging such documents shall result in a demerit; if severe consequences arise, probation will be imposed;

 

Illegally engraving or forging official seals, forging teacher signatures, altering or forging transcripts, certificates, or financial documents shall result in a demerit, probation, or expulsion, depending on severity;

 

Violating student organization management rules by establishing clubs, holding events, or publishing materials without approval, or using the name of a legitimate club without authorization—organizers shall be given a demerit; if serious consequences arise, probation shall be imposed; active participants shall be given a warning or serious warning.

 

Article 21: International students who are absent from class without prior leave approval, or who leave the campus, Tianjin, or China without filing the required report, shall be given a warning, serious warning, or demerit, depending on the situation. For repeated offenses, long-term absenteeism, or failure to return to school, probation or expulsion may be imposed. For examination-related violations such as cheating, penalties shall be imposed in accordance with relevant university regulations.

 

Article 22: Students who violate relevant provisions of the Regulations on the Administration of Religious Activities of Aliens within the Territory of the Peoples Republic of China and its Implementation Rules shall be subject to disciplinary actions of a demerit record or above, depending on the severity of the case. Those who organize or conduct religious activities on campus shall be given a demerit record. Those who coerce others into believing or not believing in a religion shall be placed under probationary observation at school. Those who actively participate in activities of illegal religious organizations, engage in unlawful networking, gatherings, or disturbances shall also be placed under probationary observation. In cases of particularly serious violations, the student shall be expelled from the university.

 

Article 23: Students who cause disturbances under the influence of alcohol and disrupt normal campus order shall, based on the severity, be given penalties ranging from a warning to expulsion.

 

Article 24: Students involved in smuggling or trafficking activities who violate Chinese laws and regulations but do not constitute a criminal offense shall be penalized according to Article 14. Other cases shall be punished with penalties ranging from a warning to expulsion based on severity.

 

Article 25: Students who possess, use, or traffic drugs shall be expelled and transferred to judicial authorities for legal action.

 

Article 26: Students who engage in unauthorized commercial promotional or sales activities on campus without approval shall be subject to probation or lesser disciplinary measures.

 

Article 27: Students who shield or harbor violators, or provide false testimony in any disciplinary case, shall be punished with a demerit or lesser penalty, depending on the severity.

 

Article 28: Matters not covered in these provisions shall be handled in accordance with the relevant articles in the Regulations on Disciplinary Actions for Students of Tianjin University of Traditional Chinese Medicine.

 

Chapter 4: Enforcement and Appeal

Article 29: Disciplinary Authority over International Students

Disciplinary actions up to and including probation shall be decided and issued by the School of International Education.

 

Disciplinary actions involving expulsion shall be proposed by the School of International Education and executed upon approval by university leadership.

 

Article 30: Investigation of Disciplinary Violations by International Students

Personnel engaged in international student affairs or individuals appointed by the university have the authority to investigate disciplinary violations committed by international students. The scope of investigation includes:

 

Interviewing the individual(s) involved;

 

Interviewing witnesses;

 

Collecting documentary and physical evidence by appropriate means;

 

Conducting inspections and expert evaluations by appropriate means.

 

Article 31: After the investigation and collection of evidence regarding a disciplinary violation by an international student, and prior to making a disciplinary or other unfavorable decision, the University shall inform the student of the facts, reasons, and basis for the decision. The student shall also be informed of their right to make a statement and to defend themselves, and their statement and defense shall be duly heard. If the international student disagrees with the disciplinary decision or other administrative decision made by the University, they may submit a written appeal to the School of International Education within 10 days from the date of receiving the decision letter. If no statement or appeal is made within the time limit, it shall be deemed a waiver of such rights, and the School will no longer accept further statements or appeals.

 

Article 32

When the University imposes disciplinary action on an international student, a written decision of disciplinary action shall be issued. The disciplinary decision letter shall include the following contents:

 

Basic information of the student;

 

Facts and evidence supporting the disciplinary action;

 

Type of disciplinary action, its basis, and duration;

 

Channels and time limits for appeal;

 

Other necessary information.

 

Article 33

The decision on disciplinary action, notification of disciplinary action, and related documents shall be delivered directly to the student concerned. If the student refuses to sign for receipt, delivery may be made by retention. If the student has already left campus, delivery shall be made by mail. If the student is difficult to contact, delivery may be made by public announcement via the university website, media, or other means. Delivery shall be deemed effective five days after the date of announcement.

 

Article 34

An international student who has been expelled shall complete withdrawal procedures within seven days from the date of receiving the disciplinary decision. The university will report the expulsion to the Exit-Entry Administration Bureau, which will cancel the students residence permit in Tianjin and terminate their legal stay in China.

 

Article 35: Revocation of Disciplinary Sanctions

 

International students who have received disciplinary sanctions at or below the level of probation may apply for revocation of the sanction upon the expiration of the disciplinary period, provided they meet all of the following conditions:

 

Have a thorough understanding of the nature, causes, and harm of their misconduct, demonstrate genuine remorse, and are willing to accept education and guidance;

 

Consciously comply with Chinese laws and regulations as well as university rules and codes of conduct, with no further violations during the sanction period;

 

Maintain a serious attitude toward study and demonstrate diligence and effort;

 

Contribute to cultural exchange between China and other countries, show enthusiasm for public welfare, and actively participate in activities organized by the university and faculty.

 

Students under probation or lower-level sanctions shall submit a written application for revocation within one month after the expiration of the sanction period. The decision to revoke the sanction shall be made by the School of International Education.

 

For students who violate rules again during the disciplinary period or receive another disciplinary sanction consecutively, the sanction period shall be recalculated based on the latter sanction’s duration.

 

For graduating students whose disciplinary period is not completed at the time of graduation but more than half of the term has passed, they may apply for revocation following the procedure above if their performance is satisfactory. Those whose disciplinary period is less than halfway completed at graduation may not have the sanction revoked at that time but may apply for revocation in writing within one month after the term expires.

 

Article 36: All disciplinary sanction materials shall be archived by the School and included in each international students individual file.

 

Article 37: The School of International Education is responsible for the interpretation of these regulations.

 

Article 38: These regulations shall come into effect on October 1, 2024.

 

 


Regulations on Student Attendance Management – International Education College

 

In order to maintain stable teaching order, ensure the smooth operation of academic activities, and improve the quality of education at the School of International Education, the following attendance management regulations are hereby established:

 

New students must report at the designated time. Those who cannot report on time must inform the School of the reason in advance and may extend the reporting time upon approval. The extension shall generally not exceed two weeks. Those who fail to report within two weeks without requesting leave shall have their admission qualification cancelled.

 

At the beginning of a new semester, students must complete the registration procedures within two weeks. Those who are unable to register on time must apply for leave either in person or by authorizing another person to do so. Students who fail to register within the prescribed time without approved leave will be treated as having withdrawn from the university voluntarily.

 

Current students must apply for leave in person at the Student Affairs Office and complete the written leave procedures. If the leave is due to illness, the “Student Sick Leave Registration Form” must be filled out in a timely manner. If the student is unable to come in person due to special circumstances, another person may be authorized to complete the procedure on their behalf.

Students must conscientiously abide by academic regulations—no tardiness, no early departure, and no unexcused absences. The School will publicly post monthly attendance records of enrolled students. If a student is absent for more than one-third of classes for three consecutive months, the School reserves the right to revoke the students examination eligibility for the corresponding courses. In serious cases, the student will be advised to withdraw from school.

 

The university assigns dedicated personnel to manage student attendance. Attendance data is collected and reported monthly, and submitted in a timely manner to the Entry-Exit Administration Bureau as a reference for residence permit extension for international students.

 


Regulations on Student ID Management – International Education College

 

International students enrolled at the School of International Education of Tianjin University of Traditional Chinese Medicine may apply for a Student ID Card and a Campus Card issued by the Student Affairs Office, both of which serve as proof of student identity.

 

Application for Student ID Card

 

New students must submit one one-inch bareheaded photo upon registration to apply for the Student ID Card.

 

If a student loses their Student ID Card, they must promptly report the loss to the Student Affairs Office and reapply within one week of the start of the new semester, bringing a one-inch bareheaded photo.

 

Students applying for a leave of absence must submit their Student ID Card to the Student Affairs Office and reapply for a new one upon returning to school with a one-inch bareheaded photo.

 

II. Use of the Student ID Card

The Student ID Card must be carried at all times and kept properly.

 

Lending the card to others or altering it in any form is strictly prohibited.

In case of loss, the card must be promptly declared void.

 

Students taking a leave of absence, transferring, withdrawing, or leaving the university must return the card or complete the invalidation procedure.

 

At the beginning of each semester, students must report to the Student Affairs Office with their Student ID Card for registration.

 

The Student ID Card or Campus Card must be presented when attending examinations.

 


Regulations on Visa and Residence Permit Management for International Students – International Education College

 

In order to improve the system for managing visas and residence permits for international students, strengthen legal awareness among students, further standardize the management and handling procedures for visas and residence permits, ensure that visa-related work is based on established rules, and enhance work efficiency and service quality, these regulations are hereby formulated in accordance with the Exit and Entry Administration Law of the Peoples Republic of China and the Regulations of the Peoples Republic of China on the Administration of the Entry and Exit of Foreigners, in combination with the actual conditions of our university.

 

Article 1

International students must report to the university within the designated registration period each semester with an X visa or a valid residence permit. Students holding a residence permit must apply for an extension at the Student Affairs Office one month before the permit expires. Failure to do so will result in the student bearing all consequences arising from the expiration.

 

Article 2

The validity period of an X1 visa held by international students upon entry is 30 days. After entering China, students must report to the Student Affairs Office of the School of International Education for registration, provide relevant visa information, complete the accommodation registration card as required, undergo a medical examination or verification, pay tuition, accommodation and other fees, and prepare the required documents. They must complete the visa conversion and residence permit procedures within 30 days from the date of entry (including the day of entry). Late applications will result in fines. The residence permit allows multiple entries and exits during its validity period.

 

Article 3

An X2 visa is a single-entry visa. International students holding an X2 visa are not allowed to leave China during their study period; otherwise, they will not be able to re-enter the country and return to school. As the validity period of the X2 visa may be displayed in different formats, holders must carefully check the validity of their own X2 visa and must leave China within the valid period. Failure to do so will result in corresponding legal liabilities and financial consequences.

 

Article 4

According to the fee standards set by the immigration authorities for processing foreign residence permits: for residence permits valid for less than one year, the fee is RMB 400 per person; for modifications to residence permits, the fee is RMB 200 per instance; for changing a residence permit to a stay permit, the fee is RMB 160 per instance. Therefore, different fees will be charged based on the type of residence permit service applied for by the international student.

 

Article 5

Regulations on the validity period and extension of residence permits for different categories of international students:

 

Self-funded degree students: The validity period of residence permits for self-funded students shall be determined based on their registered semester, with a maximum extension of less than 12 months. The specific period and date shall be arranged by the class advisor according to actual circumstances. In principle, permits are extended until January 15 of the following year for spring semester registrations, and July 15 of the following year for autumn semester registrations.

 

General/Senior visiting students: Those holding an X2 visa do not need to apply for a residence permit. Students holding an X1 visa shall apply for residence permits based on their registered semester duration.

 

Chinese Government Scholarship students: Their residence permits shall be issued in accordance with the academic system. If an extension is required, it may be granted for a period of less than 12 months. The specific period and date shall be arranged by the class advisor based on actual circumstances. In principle, spring semester permits are extended to January 15 of the following year, and autumn semester permits to July 15 of the following year. The handling fees shall be borne by the student.

 

Article 6

International students residing off campus must register at the local police station within 24 hours of entering China to obtain a Registration Form of Temporary Residence for Foreigners. A photocopy of the completed form must be submitted to the Student Affairs Office (Note: students should keep the original for other purposes). Students residing on campus must report to the Student Affairs Office within 24 hours of arrival to register their accommodation information and complete the temporary residence registration as required. International students, whether living on or off campus, who fail to register their accommodation in a timely manner shall be considered illegally residing and bear full legal and financial responsibility.

 

 

Article 7

International students residing off campus who change their residence address must report the new address to the local police station within three days, update their accommodation information, and obtain a new Registration Form of Temporary Residence for Foreigners. The original form must be submitted to the Student Affairs Office for record. Failure to update the registration in a timely manner will constitute illegal residence, and the student shall bear the corresponding legal liabilities and economic consequences.

 

Article 8

The residence permit of international students shall be converted under any of the following circumstances:

 

During the period of study, students who are expelled from the university (for degree-seeking students) or have their study qualifications revoked (for non-degree students) shall have their residence permit converted to a stay visa and be ordered to leave China within a specified time.

 

International students who fail to report to the university within the specified registration period shall have their study qualification (academic status) revoked and be treated as having withdrawn automatically. If the student is not in China, their visa/residence permit will be cancelled immediately. If the student is still in China, their residence permit will be shortened, and they will be ordered to leave the country within a specified time.

 

If the student applies for suspension or withdrawal, and the application is approved by the college, their residence permit must be converted to a stay visa, and they must leave the country within a specified time.

 

If the student applies for a transfer to another school, and the application is approved, their current residence permit will be shortened immediately. The student must transfer to the new school within the validity period of the current permit, and then renew the residence permit under the new institution.

 

In all the above four cases, if the student fails to leave China or update their visa in time due to personal reasons, resulting in visa overstay, they shall bear all corresponding legal liabilities and economic consequences.

 

Article 9

In the event that a passport is lost, damaged, or expires and requires renewal, the student must apply at the Student Affairs Office within 10 days of obtaining the new passport, and then proceed to the Tianjin Exit-Entry Administration Bureau to apply for modification of the residence permit. All related expenses shall be borne by the student. If a student fails to complete the residence permit modification within 10 days after obtaining a new passport in China, it shall be considered illegal stay, and the student shall bear all corresponding legal liabilities and economic consequences.

 

Article 10

According to the relevant immigration laws and regulations, when any registered item on a foreigners residence permit changes, the holder must apply for modification at the local Exit-Entry Administration Office of the Public Security Bureau at or above county level within 10 days from the date of change. After renewing or replacing the passport, or after any visa modification, the student must report the updated information to the Student Affairs Office in a timely manner for record. International students who violate the provisions of the Exit and Entry Administration Regulations of the Peoples Republic of China shall bear all corresponding legal liabilities and economic consequences.

 

Article 11

Students must keep track of the expiration date of their residence permit (visa) and shall apply for renewal procedures at the Student Affairs Office at least one month before expiration. If a students visa or residence permit expires, or if the accommodation registration is missing or outdated, it will be deemed a violation of Chinese laws, constituting illegal stay. Depending on the severity of the violation, the public security authorities may issue a warning, fine, or detention, and may advise voluntary departure or order deportation. The student shall bear all corresponding legal responsibilities and consequences.

 

Article 12

International students under the age of 18 who are unable to provide complete documentation for residence permit application due to personal reasons shall bear full responsibility. The college reserves the right to advise withdrawal under such circumstances.

 

Article 13

According to the relevant provisions of the Regulations on Disciplinary Actions for Foreign Students of the International Education College, students who violate the Exit and Entry Administration Law of the Peoples Republic of China and the Regulations on the Administration of the Entry and Exit of Foreigners of the Peoples Republic of China due to personal reasons shall be subject to the following disciplinary actions:

 

Students who fail to register their accommodation information with the local public security bureau within three days after moving into off-campus accommodation or changing off-campus addresses after entry into China shall be given a serious warning or higher disciplinary action.

 

Students whose visa or residence permit is overdue by 7 days or less shall be given a warning.

 

Students whose visa or residence permit is overdue by 8–14 days shall be given a serious warning.

 

Students whose visa or residence permit is overdue by 15–21 days shall be given a demerit record.

 

Students whose visa or residence permit is overdue by 22–29 days shall be given probation within the school.

 

Students whose visa or residence permit is overdue by 30 days or more shall be given expulsion from the university.

 

Students identified by the public security authorities as having engaged in illegal employment shall be given a serious warning or higher disciplinary action.

 

Article 14

Any student who commits one of the following violations shall be subject to corresponding disciplinary actions and shall be disqualified from applying for scholarships in the current academic year. In serious cases, the student shall be ordered to withdraw from the university.

 

(1) For overstaying a visa, disciplinary actions such as a warning, serious warning, or demerit shall be imposed according to the severity of the situation, as specified in Article 13 of these regulations. If the violation causes a serious negative impact, the student shall be expelled and ordered to leave China within a specified period.

(2) Students who fail to complete the necessary procedures within 10 days after replacing their passport or within 3 days after changing their accommodation address and are punished by public security authorities shall be given a warning, serious warning, or demerit depending on the severity of the violation.

(3) Students who alter or forge visa application forms or other documents related to visa applications without authorization shall be subject to a warning, serious warning, or demerit depending on the seriousness of the misconduct. If the violation causes a severe negative impact, the student shall be placed under probation or expelled.

(4) Lending ones passport to others shall result in a serious warning or demerit. If it causes serious consequences or leads to administrative or criminal penalties by the public security authorities, the student shall be expelled.

(5) For other violations of entry-exit administration regulations, a warning, serious warning, or demerit shall be imposed according to the severity of the situation.

 

Article 15

If a relative of an international student wishes to come to China, they may apply for an S visa. The S2 visa allows a single entry and a maximum stay of no more than 180 days. The holder must leave China within the validity period of the visa; otherwise, they shall bear all corresponding legal responsibilities and economic consequences. Relatives entering China on an S1 visa must apply for a long-term residence permit within 30 days of entry. In principle, the college does not assist in the application for residence permits for students relatives. If necessary, the college may issue relevant supporting documents such as proof of enrollment. If the residence permit is not successfully obtained, the relative must leave China before the visa expires; otherwise, they shall bear all corresponding legal responsibilities and economic consequences.

 

Article 16

According to the regulations of the Entry-Exit Administration Bureau, international students holding a valid residence permit who wish to undertake off-campus internships or part-time work during their study period must apply for an endorsement for internship or work-study. Students who fail to apply for such endorsements in accordance with the college’s regulations and are subsequently determined by the public security authorities to be engaged in illegal employment shall bear all corresponding legal responsibilities and economic consequences. (This article is implemented in accordance with the university’s regulations on part-time work for international students in China.)

 

Article 17

Procedures for Applying for Visa and Residence Permit

As international students may require different application materials and procedures depending on their specific circumstances, the following situations are listed:

 

(1) Holders of X1 Visa (New Students) Applying for Residence Permit:

The following materials must be prepared:

 

Notarized guardianship letter, household registration booklet (copy), and ID card (copy) of the guardian residing in Tianjin.

(Note: Both the guardian and the student must go to the Tianjin Notary Office for notarization. The guardian must be a Tianjin resident or a non-local resident holding a Tianjin residence permit. Foreigners are not allowed to serve as guardians residing in Tianjin. These documents must be fully prepared within one week of the students arrival in China.)

 

Letter of authorization from the students parents and photocopies of their identification documents.

(Note: These materials must be fully prepared before the students arrival in China. The letter of authorization must be notarized in the students home country and must include a Chinese translation.)

(Applicable only to new students under 18 years old.)

 

Registration Form of Temporary Residence for Foreign Nationals issued by the local police station at the student’s residence (the accommodation registration information must be recorded in the immigration system).

 

Physical examination report or Health Certificate issued by Tianjin International Travel Health Care Center.

 

Original passport.

Original and photocopy of the Admission Notice (the original will be reviewed, and the copy submitted; the study period indicated must be consistent with that on the Visa Application Form for Foreigners).

Visa Application Form for Foreign Students Coming to China (Form JW202/201).

 

The applicant must go in person to the visa acceptance office of the Tianjin Entry-Exit Administration Bureau to have their photo and biometric information taken and obtain a barcode.

 

Complete the Application Form for Foreigners Visa and Residence Permit on site.

 

(2) Holders of X1 Visa (Returning Students) Applying for Residence Permit:

The following materials must be prepared:

 

Registration Form of Temporary Residence for Foreign Nationals issued by the local police station at the student’s residence (the accommodation registration information must be recorded in the immigration system);

 

Physical examination report or Health Certificate issued by Tianjin International Travel Health Care Center;

 

Original passport;

 

One recent 2-inch bareheaded, front-facing photo of the applicant (or free onsite photo collection);

 

Letter of Application for Visa/Residence Permit for International Students (provided by the Student Affairs Office);

 

Certificate of Enrollment;

 

Complete the Application Form for Foreigners Visa and Residence Permit on site at the Tianjin Entry-Exit Administration Bureau.

 

(3) International Students Holding a Residence Permit Issued by the University Applying for Extension of Residence Permit:

 

The following materials must be prepared:

 

Registration Form of Temporary Residence for Foreign Nationals issued by the local police station at the students residence (the accommodation registration information must be recorded in the immigration system);

 

Original passport;

 

One recent 2-inch bareheaded, front-facing photo of the applicant (or free onsite photo collection);

 

Letter of Application for Visa/Residence Permit for International Students (provided by the Student Affairs Office);

 

Complete the Application Form for Foreigners Visa and Residence Permit on site at the Tianjin Entry-Exit Administration Bureau.

 

(4) International students who hold a residence permit issued by another university and apply for an extension after transferring to this university:

 

Required materials:

 

Registration Form of Temporary Residence for Foreign Nationals issued by the local police station at the place of residence (the accommodation registration information must be recorded in the entry-exit system);

 

Original passport;

 

One recent 2-inch bareheaded front-facing photo of the applicant, or free on-site photo capture;

 

Admission Notice (original for verification, copy for submission);

 

Application Letter for Visa/Residence Permit for International Students (provided by the Student Affairs Office);

 

Transfer certificate or certificate of completion (graduation) (original must be provided by the new university and takes effect only after verification by the relevant staff);

 

Fill in the Application Form for Foreigners Visa and Residence Permit on site at the Tianjin Entry-Exit Administration Bureau.

 

(5) Visa application procedures for suspension or withdrawal from studies

 

International students applying for suspension or withdrawal from studies must convert their residence permit into a stay visa.

 

Step 1: Go to the Student Affairs Office of the School of International Education to complete suspension or withdrawal procedures;

 

Step 2: With the completed Application Form for Suspension (Withdrawal) of Foreign Students at the School of International Education, go to the Tianjin Entry-Exit Administration Bureau to change the residence permit. The following materials are required:

 

Registration Form of Temporary Residence for Foreign Nationals issued by the local police station at the place of residence (the accommodation registration information must be recorded in the entry-exit system);

 

Original passport;

 

One recent 2-inch bareheaded front-facing photo of the applicant, or free on-site photo capture;

 

Application Letter for Visa/Residence Permit for International Students (provided by the Student Affairs Office);

 

Fill in the Application Form for Foreigners Visa and Residence Permit on site at the Tianjin Entry-Exit Administration Bureau;

 

Note: The visa change process takes at least ten working days. Do not book or purchase air tickets in advance to avoid unnecessary losses.

 

(6) Visa Application Procedures for School Transfer

International students applying for a school transfer must have their residence permit duration shortened.

 

Step 1: Go to the Student Affairs Office of the School of International Education to complete the school transfer procedures;

 

Step 2: With the completed transfer application materials, go to the Tianjin Entry-Exit Administration Bureau to shorten the residence permit. The following materials are required:

 

Registration Form of Temporary Residence for Foreign Nationals issued by the local police station at the place of residence (the accommodation registration information must be recorded in the entry-exit system);

 

Original passport;

 

One recent 2-inch bareheaded front-facing photo of the applicant, or free on-site photo capture;

 

Application Letter for Visa/Residence Permit for International Students (provided by the Student Affairs Office);

 

Fill in the Application Form for Foreigners Visa and Residence Permit on site;

 

Note: The visa modification process takes at least ten working days. Please confirm with the receiving school in advance, report to the new school in a timely manner, and convert the residence permit to that of the new school before the current permit expires.

 

(7) Replacement of a Lost Passport

 

In the event of passport loss, the following procedures must be followed:

 

Step 1: Immediately report the loss to the local police station near the place of loss and obtain a loss report certificate;

 

Step 2: Go to the Student Affairs Office of the School of International Education to obtain a Certificate of Enrollment;

 

Step 3: With the passport loss certificate issued by the police station and the Certificate of Enrollment issued by the college, go to the Tianjin Public Security Bureau Entry-Exit Administration (School Affairs Division) to obtain a Certificate of Passport Loss;

 

Step 4: Use the Certificate of Passport Loss to apply for a new passport at your home countrys embassy or consulate in China;

 

Step 5: In principle, a new passport must be obtained within 30 days. Report to the Entry-Exit Administration (School Affairs Division) after obtaining the new passport. If the new passport cannot be obtained on time, a letter from your home countrys consulate explaining the reason for the delay and expected issuance time must be submitted;

 

Step 6: Within 10 days after receiving the new passport, go to the local police station at your place of residence to reapply for the Registration Form of Temporary Residence for Foreign Nationals, then apply for a new residence permit at the Student Affairs Office of the School of International Education.

 

Required Documents:

 

Original copy of the new passport;

 

Certificate of Passport Loss;

 

One recent two-inch bareheaded front-facing photo of the applicant (or free photo collection on site);

 

Letter of Application for Visa/Residence Permit for International Students (provided by the Student Affairs Office);

(8) Renewal of Passport

 

If the passport has expired and needs to be renewed, the following procedures must be followed:

 

Step 1: Go to the Student Affairs Office of the International Education School to request a confirmation letter, and obtain a Passport Renewal Confirmation Letter (issued according to the requirements of the embassy).

 

Step 2: With the Confirmation Letter, go to your home country’s consulate or embassy in China to apply for a new passport. At the same time, request a receipt for passport renewal from the embassy. This receipt must be submitted to the Entry-Exit Administration (Education Division) within 30 days.

 

Step 3: Within 10 days of receiving the new passport, bring both the new and old passports to the local police station to apply for a new Registration Form of Temporary Residence for Foreign Nationals. Then, go to the Student Affairs Office of the International Education School to apply for a new residence permit.

 

Required Materials:

 

Original new passport and original old passport;

 

One recent 2-inch bareheaded half-length color photo of the applicant, or have it taken on site free of charge;

 

Application Letter for International Student Visa/Residence Permit (provided by the Student Affairs Office);

 

Newly issued Registration Form of Temporary Residence for Foreign Nationals;

 

Complete the Application Form for Foreigners’ Visa Documents on site.

 

Note: If an international student renews their passport within China but fails to apply for a new residence permit within 10 days, it will constitute illegal residence, and the student shall bear full responsibility. Students who obtain a new passport in their home country and hold an X1 visa must follow the relevant regulations to complete the visa procedures.

 

(9) Procedures for Endorsement of Residence Permit for Off-Campus Work-Study (Not Yet Implemented)

International students participating in off-campus work-study activities must do so under the guidance and supervision of the School of International Education and in accordance with relevant regulations of Tianjin Municipality and the university.

 

Step 1:

The China Northern Talent Market regularly publishes and updates job listings and employer information. The university recruits, evaluates, screens, and approves international students who meet the requirements for off-campus work-study based on the job needs.

 

Step 2:

The China Northern Talent Market coordinates interviews between international students and employers, assists with the visa endorsement procedures at the Tianjin Municipal Exit-Entry Administration Bureau of the Public Security Bureau, and oversees the employers responsibility for paying insurance.

The university assists international students in completing the Tianjin Municipality International Student Work-Study Application Form, and provides supporting documents such as a School Certification Letter.

 

Step 3:

International students must present the original copy of the signed agreement with the employer for verification, and submit the following documents: a photocopy of the agreement, the employer’s business license, the Off-Campus Work-Study Application Form, the Personal Commitment Letter for Off-Campus Work-Study, and proof of insurance that covers the work-study period.

 

Students are responsible for the authenticity, accuracy, completeness, and validity of all submitted documents.

 

A valid passport and residence permit;

 

A completed Application Form for Foreigner’s Visa and Residence Permit;

 

One recent 2-inch bareheaded, half-length, front-facing photo of the applicant, or have one taken on-site for free;

 

A consent letter issued by the school in Tianjin where the student is enrolled, agreeing to the work-study activity;

 

A letter and registration certificate issued by the work-study employer (for companies, a copy of the Business License should be provided; for other organizations, a Legal Person Certificate of Public Institution or similar proof must be submitted);

 

The Work-Study Labor Agreement for International Students;

 

The Tianjin Municipality International Student Work-Study Application Form;

 

The Personal Commitment Letter for International Student Work-Study.

 

The visa-issuing authority may require the foreigner to submit other supporting documents depending on the specific circumstances.

 

Article 18 Reminders for Visa and Residence Permit Processing

 

(1) Entry Medical Examination

 

Those who have not undergone a medical examination must go to the Tianjin International Travel Healthcare Center (No. 2-1126, Xinkang No. 2 Road, Binhai New Area, Tianjin) for a physical check-up. The examination requires fasting. Bring 2 two-inch photos and a passport. Service hours: Monday to Friday, 8:30 AM – 11:30 AM. (Contact numbers: 022-66706315 / 022-66706317)

 

Those who have already undergone a medical examination must bring the complete medical report (including the Foreigner Physical Examination Form, X-ray films, and all laboratory test reports), passport, and 2 two-inch photos to the same center (Tianjin International Travel Healthcare Center) for verification. Verification service hours: Monday to Friday: 8:30 AM – 11:00 AM and 1:30 PM – 4:00 PM. If the verification passes, a Certificate of Physical Examination Clearance will be issued. If not, the applicant must retake the medical examination as required and obtain a valid clearance certificate.

 

(2) Residence Permit Application

 

1. Location: Tianjin Public Security Bureau Exit-Entry Administration Service Center (Haitai Building, No. 6 Meiyuan Road, Huayuan Industrial Park, Tianjin)

 

2. Office Hours: Monday to Thursday: 9:00 AM – 5:00 PM; Friday to Saturday: 9:00 AM – 4:00 PM.

 

3. Collection Time: Collect your documents within the designated period as specified on the receipt slip issued by the Exit-Entry Administration.

 

Article 19

These regulations shall come into effect from the date of issuance and shall be interpreted by the School of International Education.

 


Regulations on On-campus Accommodation for Students – International Education College

 

I. Accommodation Registration

Article 1

Students must check in with their own valid identification documents. It is strictly prohibited to use or borrow another persons ID for check-in or for one person to register on behalf of multiple individuals. Acceptable forms of valid ID for students include:

 

Resident Identity Card of the Peoples Republic of China;

 

Temporary Resident Identity Card of the Peoples Republic of China;

 

Passport;

 

Mainland Travel Permit for Hong Kong and Macao Residents or Identity Card;

 

Mainland Travel Permit for Taiwan Residents.

 

Students who do not possess the above valid identification documents may obtain an identity verification certificate from the local public security bureau where the university is located and use that certificate to register for accommodation.

Article 2

When students check in for the first time, they must present their admission notice or student ID at the office. They should then proceed to the duty room to register and collect their room key. Upon receiving the notification, registration personnel must carefully verify the students valid identification document, fill in all required details, assign the room, sign the accommodation contract, and confirm the registration form with their signature to indicate responsibility.

 

Article 3

After completing check-in procedures for the student, the registration personnel must report the students accommodation information to the public security bureau within 24 hours. The student shall apply for the “Accommodation Registration Form for Overseas Personnel” at the local police station with an introduction letter issued by the Dormitory Management Section. When checking out, the dormitory registrar must promptly report the students check-out information to the public security bureau after completing the check-out procedure.

 

Article 4

If students wish to change rooms, they must go to the office to complete the room change procedures.

 

Article 5

For students sharing a room, if one roommate checks out during the contract period resulting in single occupancy, the office will reassign dormitories according to the actual situation. Students must complete the room adjustment within the specified period as required. Students who refuse to move must pay the full room fee.

Article 6

Graduating students, or those withdrawing or suspending their studies, must complete the check-out procedure before leaving the university. If a student occupies a bed without completing the check-out procedure, it will be treated as an automatic check-out. Personal belongings will be packed and stored for 15 days; after the deadline, they will no longer be kept.

 

Article 7

If a student wishes to check out at the end of the accommodation period, they must go to the office 10 days in advance to complete the check-out procedures and obtain a check-out notice.

 

II – Fee-Related Provisions

 

Article 8

Accommodation fees vary depending on the housing standard.

 

Article 9

If a student requests to change to a room with a different price during the contract period, the accommodation fee already incurred will be charged at the standard or applicable discounted rate.

 

Article 10

If a student is unable to pay the accommodation fee on time due to special circumstances, they must submit a written application and obtain approval from the office to defer payment. If no deferment application is submitted and the payment is overdue, the student will no longer enjoy any discounts during the period of arrears and must make up the payment at the standard rate.

 

Article 11

For early check-out during the contract period, accommodation fees will be settled according to the applicable price, and the remaining balance will be refunded to the student.

 

Article 12

Scholarship-funded international students must reside in rooms that meet the specified standard. If they choose to live in higher-standard accommodation, they must pay the price difference as required.

 

Article 13

If a student living alone in a double room requests to revert to double occupancy, they must obtain the offices approval and complete the relevant procedures.

 

Article 14

Family members of students are not allowed to reside in the dormitory. Students who give birth during the accommodation period must move out of the dormitory.

 

Article 15

Male and female students are not permitted to live together without proper documentation or approval.

 

III – Management Provisions

 

Article 16

Students shall properly safeguard their personal property. Large sums of cash should be deposited in a bank. When leaving the dormitory, students must lock their rooms; for extended absences, the duty office should be notified. Room keys must be carried and stored carefully. If a key is lost, the student must promptly report the loss at the duty office with valid identification and pay to have the key replaced.

 

Article 17

Students shall use room furnishings, fixtures, and equipment appropriately and use shared facilities in a standardized manner. Any damage or contamination caused by improper use shall be compensated based on the items value.

 

Article 18

Students must maintain cleanliness in their rooms and public areas. Pets are not allowed. Hallways must not be used for storing personal items. Drinking, shouting, or using high-powered audio equipment in rooms or public areas is prohibited. Students may not post promotional materials or discard waste indiscriminately. Garbage must be taken to the bins outside the dormitory.

 

Article 19

Electric bicycles, bicycles, and personal belongings are prohibited in hallways. Riding bicycles inside the building is strictly forbidden. Students are fully responsible for any lost personal belongings.

 

Article 20

Dormitory visitors must present valid identification and register on the floor they are visiting. All visitors must leave by 10:00 p.m. and are not permitted to stay overnight.

 

Article 21

Students are not allowed to change rooms on their own, lend room keys to others, or accommodate unauthorized guests. Unauthorized overnight guests will be dealt with according to university regulations, and serious violations will result in revocation of dormitory privileges.

 

 IV – Safety Provisions

 

Article 22

Students are strictly prohibited from engaging in activities within the dormitory that violate Chinese laws or endanger public interest, including but not limited to environmental pollution, disturbing public order, or threatening public safety. It is forbidden to store or use contraband items in the dormitory, such as flammable or explosive materials, weapons and ammunition, narcotics or psychotropics, prohibited propaganda or obscene materials, or corrosive and polluting substances. Placing items in hallways that block emergency exits is strictly prohibited. Emergency evacuation doors and rolling shutters must not be opened unless in an emergency.

Article 23

Students must strictly adhere to dormitory safety regulations. It is forbidden to disassemble or modify any facility, electrical appliance, pipeline, or wiring within the dormitory. Unauthorized wiring is prohibited. High-power appliances are not permitted. When using electrical items such as desk lamps, chargers, or computers, ensure sufficient ventilation for heat dissipation and keep them away from flammable materials like pillows and quilts. Power must be turned off when leaving the dormitory.

 

Article 24

Electric vehicles and their batteries are strictly prohibited from being brought into dormitory hallways or rooms. Vehicles must be charged only at designated charging areas on campus. It is strictly forbidden to run extension cords into the dormitory or bring batteries inside for charging.

 

Article 25

Smoking is strictly prohibited in dormitories. Open flames and burning of any materials are not allowed in rooms or public areas. Smoking (including cigarettes and hookahs) in rooms or public areas is forbidden. Violators will have smoking devices confiscated and be subject to disciplinary action. If smoke detectors are triggered or tampered with or covered, penalties will be enforced in accordance with university rules.

 

When using 75% ethanol for disinfection, spraying indoors is strictly prohibited. Only wiping methods are allowed. Care must be taken to avoid spillage and ensure that air concentration does not exceed 3% to prevent fire hazards. Maintain good ventilation. Outdoor spraying must also avoid open flames to prevent localized vapor buildup and fire risk.

 

Article 26

Fire alarms and extinguishing equipment must not be activated unless an actual fire occurs. In the event of a fire, immediately activate the manual alarm or call 119, clearly stating the fire location, burning materials, fire severity, and your name and identity. After reporting, close all doors and windows in the affected area, follow staff instructions, and evacuate via safety exits and fire escape routes.

 

Article 27

Students must comply with all university rules during their stay. Everyone should take initiative to learn fire safety knowledge and evacuation/self-rescue skills, familiarize themselves with evacuation routes and emergency exits, and strengthen fire safety awareness. Students shall be fully responsible for accidents caused by rule violations. Those causing damage to dormitory property shall be held accountable.

 

Article 28

The university will conduct regular health and safety inspections. Violations of the above rules will result in corresponding penalties based on the severity of the infraction, including warnings, confiscation of contraband, compensation for damages, fines, revocation of dormitory eligibility, administrative penalties, or legal liability. Student conduct may also affect scholarship evaluations.

Article 29

These regulations shall take effect from the date of publication.

 


Regulations on Off-campus Accommodation for Students International Education College

 

In order to further strengthen student accommodation management, ensure students personal and property safety, and promote their physical and mental well-being, these regulations are formulated in accordance with the Ministry of Educations relevant requirements on strengthening accommodation management in colleges and universities.

 

Article 1: Basic Principles

All full-time students officially registered with the School shall, in principle, reside in student dormitories arranged by the University. Students assigned on-campus accommodation by the University are generally not permitted to live off-campus without special reasons. Unauthorized commuting, off-campus stays, or private rental arrangements are strictly prohibited. Students who, due to special circumstances, need to live off-campus must obtain approval from relevant University departments.

 

Article 2: Conditions for Applying for Off-Campus Housing

Students on internship whose residence is within 3 kilometers of the internship site.

Students with medical conditions such as infectious diseases, neurasthenia, or physical disabilities that make it unsuitable for them to live in shared dormitories. Relevant documentation from a Class A tertiary hospital or above must be provided.

Students with other special circumstances must submit a written application along with supporting documentation.

 

Article 3: Procedures for Applying and Handling Off-Campus Housing

 

Students must submit a written application in advance to the International Education School and provide a copy of the rental contract, ensuring the housing source is reliable and the rental procedures are complete and legal.

 

After review by the International Education School, the Off-Campus Residence Registration Form for International Students of Tianjin University of Traditional Chinese Medicine must be filled out truthfully. Two copies of the form are to be made—one kept by the student and one by the Student Affairs Office—and the student must complete all related off-campus housing procedures. Students residing off-campus without approval will be subject to disciplinary actions in accordance with university regulations.

 

For students already living off-campus or changing their off-campus residence, they must, within 24 hours of moving in, follow the requirements of the Public Security Bureau and bring the reviewed Off-Campus Residence Registration Form, their passport or residence permit, and other valid documents to the local police station to obtain a Temporary Residence Registration Form for Foreign Nationals. The student must also register this information with the Student Affairs Office. If a student renews their passport, they must, within 10 days of receiving the new passport, go to the local police station to update their residence registration, and then, with a residence permit change form issued by the Student Affairs Office, proceed to the Tianjin Exit-Entry Administration Bureau to apply for a new residence permit.

 

Article 4: Timeframe for Off-Campus Residence Application

The Off-Campus Residence Registration Form for International Students of Tianjin University of Traditional Chinese Medicine is valid for one academic year. Students who continue to live off campus the following academic year must reapply.

 

Students applying for off-campus residence must complete the application procedures for the next academic year between May and June each year. Applications will not be accepted after the new academic year begins. In exceptional circumstances requiring application during the academic year, students must complete the Residence Adjustment Application Form and obtain approval from the school before proceeding according to the procedures outlined above.

 

If there is a change of off-campus address, students must go through the above procedures again. Failure to apply and follow proper off-campus residence procedures will be regarded as unauthorized off-campus residence, and the university and public security authorities will handle it in accordance with the law.

 

Article 5: Management of Students Living Off-Campus

Students living off-campus shall consciously abide by the laws and regulations of China, as well as the rules and regulations of the university. They must strictly comply with the provisions of the Off-Campus Accommodation Agreement for Students of the School of International Education, Tianjin University of Traditional Chinese Medicine, return to their residence on time, and enhance their self-protection awareness. All issues arising from off-campus accommodation shall be the sole responsibility of the student.

 

During the period of off-campus accommodation, students must abide by Chinese laws, fulfill rental agreements, respect Chinese customs and social ethics, and maintain a quiet and orderly living environment. Creating noise disturbances is strictly prohibited. Students are forbidden to enter bars, nightclubs, or other unsafe venues. Drug involvement (including cannabis products), excessive drinking, prostitution, and gambling are strictly prohibited. Students must strengthen their personal safety awareness and take full responsibility for their own personal safety, property security, fire safety, and behavior. Students causing complaints from neighbors due to disturbances will be subject to disciplinary action.

 

Students living off-campus must participate in all teaching activities and collective events as required by the university. In cases of repeated tardiness or absenteeism, the university reserves the right to impose disciplinary measures and may order the student to return to live on campus.

 

Students who live off-campus without prior approval will not be refunded their accommodation fees, shall bear the consequences resulting from such actions, and will be subject to disciplinary action in accordance with relevant regulations.

 

Article 6

For students who have been approved for off-campus accommodation, their on-campus dormitory beds will generally no longer be reserved. They must complete the dormitory withdrawal procedures and move out of the student dormitory within 3 days from the date of approval. Accommodation fees shall be paid in accordance with relevant school regulations.

 

Article 7

Students living off-campus who wish to move back into the student dormitory must submit a written application in person. Upon approval by the university, accommodation will be arranged accordingly, and the student shall pay the accommodation fees as prescribed.

 

 

 

 

 

Campus Safety Reminders

 

Article 1

Properly maintain the security and confidentiality of personal information. Do not disclose your personal address, phone number, bank account or other information to strangers.

 

Article 2

Be on guard against telecom and online fraud. Stay vigilant and do not easily trust strangers or unverified information.

 

Article 3

Enhance your self-protection awareness. Take good care of your personal belongings when going out and keep them within your sight. Do not easily lend money, mobile phones or other personal items to strangers, and do not accept items from them. Students are not allowed to borrow money from each other.

 

Article 4

Pay attention to personal safety. If staying off campus or leaving Tianjin, report in advance to your class advisor. Keep communication channels open. When going out at night, try to go with companions. Be aware of evacuation routes and emergency exits where you live and stay alert to safety issues.

 

Article 5

Avoid crowded places when traveling. Stay calm in emergencies, follow instructions, and evacuate in an orderly manner. Do not climb undeveloped mountains, enter uninhabited areas, or swim or skate in the wild. Do not buy unregulated ("three-no") food. It is forbidden to take illegal jobs or work off campus.

 

Article 6

Ensure dormitory safety. Close doors and windows before leaving your room. Do not let strangers into your room or allow them to stay overnight.

 

Article 7

Pay attention to traffic safety. Strictly follow China’s traffic laws and regulations. Do not ride in unlicensed, unregistered, or overloaded vehicles. Do not drive motor vehicles without a valid Chinese driver’s license. Check the condition of your vehicle before driving. Wear protective gear when cycling and do not carry passengers. Drive and ride slowly within the campus.

 

Article 8

Be aware of fire safety. Open flames and unauthorized electrical appliances are prohibited in campus dormitories. Smoking is also prohibited. For dorms with kitchens, ventilate properly when cooking. Moxibustion is not allowed in dormitories to avoid triggering smoke alarms. Be sure to turn off all electrical appliances and power sources (except refrigerators) when leaving the dormitory. It is strictly forbidden to park electric bikes or charge electric bike batteries indoors or in hallways. Stay away from flammable and explosive materials.

 

Article 9

Students with laboratory assignments must pay attention to lab safety, strictly follow safety regulations, and operate according to standard procedures.

 

Article 10

In case of an accident, promptly contact school staff or report to the relevant authorities.


Stay Away from Drugs, Cherish Life

 

According to statistics from the World Health Organization, approximately 100,000 people die each year from drug use, and another 10 million lose their normal cognitive function and working capacity due to drug abuse. For the sake of your health and your familys well-being, all international students are strongly urged to cherish life and firmly reject drugs. We hereby reiterate the following:

 

According to Article 357 of the Criminal Law of the Peoples Republic of China and Article 2 of the Anti-Drug Law of the Peoples Republic of China, “drugs” refer to opium, heroin, methamphetamine (commonly known as crystal meth), morphine, marijuana, cocaine, and other narcotic and psychotropic substances controlled by the state that can cause addiction. Using, possessing, or trafficking drugs is illegal and considered a criminal offense in China. Violators will bear corresponding legal consequences based on the severity of their actions.

 

All students must reject drugs in any form. If you discover anyone around you involved in drug-related activities, please report the situation to your homeroom teacher immediately.
