东盟各有关院校、机构及专家:
2016年是中国—东盟建立对话关系25周年,是双方战略伙伴关系新一个五年《行动计划》的开局之年。李克强总理出席第18次中国-东盟(10+1)领导人会议指出,推进教育、卫生等领域务实合作,倡议举办首届中国—东盟卫生合作论坛。此外,第5届中国—东盟和第6届中日韩—东盟卫生部长会议也提到,中国将进一步加强在中日韩—东盟卫生合作机制下的卫生务实合作,利用这一合作平台,在传统医药、人口老龄化健康应对、全民健康覆盖等7个重点合作领域与东盟各成员国,以及日本和韩国开展交流与合作。
近年来,中国与东盟在卫生领域的合作不断深入,合作内容不断拓展,合作机制不断完善。双方在传染病防控、传统医药、突发公共卫生事件应急机制、慢性病防控和卫生人力资源开发等重点合作领域成果丰富,为促进区域人民的健康起到了积极作用。与此同时,传统医药在中国与东盟各国间的交流交往日益频繁,发展传统医药是中国与东盟各国的共识与目标。
随着大健康时代的到来,各国民众对预防、保健的需求全面增加,传统医药用一种全面的方式致力于恢复和维持人的健康。有着数千年的成熟理论和实践积淀的中医“治未病”思想以其在防治现代疾病方面的优势和特色,正在被医学界和越来越多的国家认可和接受。
本届研讨会以此为背景,以“传承创新、合作发展”为主题,以中医“治未病”思想为引领,共同探讨大健康时代背景下中国—东盟传统医药“治未病”的理论探索与实践创新,探讨传统医药引领中国—东盟健康产业发展的模式、机制与品牌建设,着力构建长期、稳定的中国—东盟传统医药交流合作机制,扩充传统医药人才资源储备,构建以“治未病”思想为核心理念的东盟预防保健服务体系,推动中国—东盟传统医药健康产业建设发展。

三、参会代表须知
1. 参会代表采取个人报名和机构推荐的形式,由东盟国家相关院校、机构推荐从事传统医药教学、临床、管理等相关领域专家学者,从事“治未病”领域者优先。
2. 被推荐代表需提交报名表及个人简历一份,单位推荐信一份,根据研讨会主题,提交“治未病”相关论文、报告或见解一份。
3. 会议语言为中文。部分参会代表将受邀做分会场主题报告,具体内容另行通知。

Notice of “Seminar on China-ASEAN ‘Preventative’ Thought of Traditional Medicine and Health Industry Development”
ASEAN schools, institutions and experts:
The year of 2016 marks the 25th anniversary of China-ASEAN dialogue relations and the start of a new five-year action plan of their strategic partnership. Premier Li Keqiang Attended 18th China-ASEAN (10+1) Summit, Stressing to promote collaboration in education, health and other areas and propose health seminar between China and ASEAN countries. The 5th China-ASEAN and the 6th ASEAN Plus Three Health Ministers’ Meeting also mentioned that China will strengthen health cooperation under the collaborative framework among ASEAN Plus Three Countries. To make best use of this platform, 7 key areas will be covered including traditional medicine, health aging, universal health coverage and others to promote the exchange and cooperation with Japan, South Korea and ASEAN member countries.
The health collaboration between China and ASEAN has been carrying forward with broader contents and more complete mechanism in recent years. Both sides have achieved significantly in the fields of the prevention and control of infectious diseases, traditional medicine, response mechanism to public health emergencies, prevention and control of chronic disease, human resource development of health and so on. It has played an active role to promote people’s health in the region. Meanwhile, with increasingly frequent exchanges, development of traditional medicine becomes a consensus and aim among China and ASEAN countries.
With the incoming era of comprehensive health, people’s needs for prevention and health care increase. Traditional medicine is committed to restore and maintain health in a whole way. It has been accepted by medical field and more and more countries by its mature theory with thousands of years’ history, traditional Chinese medicine “preventative” thought and strength and specialty in preventing and treating contemporary diseases.
Based on this background, the seminar is themed “inheritance and innovation, cooperation and development”, and led by TCM “preventative” concept. It aims to explore the “preventative” theory and practice of China-ASEAN traditional medicine, to discuss the development mode, mechanism and brand construction of Chine-ASEAN health industry led by traditional medicine, to enlarge human resources reserve of traditional medicine, to establish ASEAN prevention health care system with “preventative” though as core concept, and to enhance the construction and development of traditional medicine health industry between China and ASEAN countries.

III. Participant’s notice:
1. Participants will be selected through personal application and institution recommendation. Scholars and experts engaging in teaching, practice, management of traditional medicine and relevant fields are welcome to be recommended among ASEAN schools and institutions with priority to those who have experience in “preventative” filed.
2. Each recommended participant is requested to submit an application form, a personal resume, an institution recommendation letter, a relevant paper, report or idea about “preventative” based on the seminar theme.
3. The Seminar language is Chinese. Certain participants will be invited to give session themed report and the content will be informed separately.

The application recommendation deadline is February 15, 2017. Applicants shall submit required application materials before deadline. More relevant information will be noticed separately.
